Japan’s Assistance to Ukraine

(Provisional translation)

Based on the current situation of Ukraine, Japan will extend the assistance totaling around 150 billion Japanese yen (approx. 1.5 billion U.S. Dollars) at a maximum as follows.

● ODA Loan following the Ukraine government’s commitment toward the economic reform
.
・ The Fiscal Consolidation Development Policy Loan as a parallel lending with the World Bank

Under the framework of international support led by the International Monetary Fund (IMF), Japan, in coordination with the World Bank, will provide funds necessary for Ukrainian economic reform in line with appropriate burden sharing with agencies and countries.
Japan will extend a total of up to 10 billion Japanese yen loan (approx. 0.1 billion U.S. Dollars) as the Fiscal Consolidation Development Policy Loan in coordination with the World Bank’s financial support on the condition that the package of the IMF support for Ukraine is established.

・ Modernization of Bortnychi Aeration Station in Kyiv city

In response to the urgent needs of Kyiv citizens for the improvement of their hygiene and living condition, Japan will extend an ODA loan totaling up to 110 billlion Japanese yen (approx. 1.1 billion U.S. Dollars) for modernization of Bortnychi Aeration Station plan by the Ukrainian government.

● Nippon Export and Investment Insurance (NEXI)’s credit line of trade insurance
.

Nippon Export and Investment Insurance (NEXI) will continue to undertake short term trade insurance and build a credit line up to 30 billion Japanese yen (approx. 0.3 billion U.S. Dollars) for 2 years so as to support import of goods and services required for stabilization of the Ukrainian national life.

● Non-Project Grant Aid
.

Japan will provide non-project grant aid totaling 350 million Japanese yen (approx. 3.5 million U.S. Dollars) for import of medical and other equipment requested by the Ukrainian government.

● Technical Assistance by Japan EBRD Cooperation Fund and JICA training programs
.

Technical Assistance by Japan European Bank for Reconstruction and Development (EBRD) Cooperation Fund and Japan International Cooperation Agency (JICA)’s training programs will be provided in response to Ukraine‘s needs such as the macro economics, energy, and private sector development.

One of the priorities of the new Kyiv authorities is to resolve the problem of water quality and upgrade Bortnychi aeration station, and thus save the inhabitants of the surrounding areas of the continuous discomfort, leader of UDAR Vitali Klitschko said during a visiting conference for Bortnychi AS reconstruction project in Kyiv.

The Law ratifies the Agreement.

According to Paragraph 1 of the Agreement, a loan in Japanese yens, in the amount of up to ten billion yens (10,000,000) (hereinafter referred to as „Loan“) shall be provided to the Government of Ukraine by the Japan International Cooperation Agency (hereinafter referred to as „JICA“), as an economic reform development policy loan, according to the appropriate laws and normative acts of Japan, in order to support the Government of Ukraine in its reform program, within the scope of the Action Program of the Cabinet of Ministers of Ukraine (hereinafter referred to as „Reform Program“).

The loan shall be provided via a credit agreement to be concluded between the Government of Ukraine and the JICA. The terms of the loan provision and the procedures for its utilization shall be regulated by the above credit agreement within this arrangement, which shall contain, among others, the following principles:
the maturity term shall be 14 years after a grace period of 6 years;
the interest rate shall be 0.95% per annum;
the disbursement period shall be 3 years following entry of the above credit agreement into force.
The disbursement period can be extended by consent of the appropriate authorities of the two governments.

‚Die Anstalt‘: gelungene politische Satire ruft die ‚Guten‘ von Avaaz auf den Plan

Mir ist doch tatsächlich diese erfrischende Satire, ausgestrahlt am 11. März 2014 durch die Lappen gegangen.

Bei den selbsternannten Hilfs-Sheriffs für die Einhaltung ethischer Grundsätze und Pressefreiheit von Avaaz haben die Akteure Max Uthoff, Claus von Wagner, Jochen Busse, Christoph Sieber und Timo Wopp offenbar

„viel Empörung und Bestürzung ausgelöst, insbesondere die dortige Auseinandersetzung mit den letzten Ereignissen auf der Krim und in der Ukraine“

Deren offener Protestbrief an das ZDF fand bislang allerdings erst magere 1300 Unterstützer.

Eskalation in Madrid – ein Augenzeugenbericht

Die Büttel der Euro-Mafia waren wieder auf der Bühne des Lebens im vollen Einsatz, Nachdem am Samstag Abend der Marsch der Würde aus 36 spanischen Städten in Madrid eintrafen.
Grund für den Massenprotest ist die seit Jahren prekäre wirtschaftliche Lage im Land. Mehr als jeder Vierte ist arbeitslos, besonders stark sind die Jugendlichen betroffen.

Rund 300 Gewerkschaften und Organisationen hatten zu den Demonstrationen aufgerufen. Teilnehmer kamen aus den Regionen Andalusien im Süden, Katalonien im Osten, Asturien im Nordosten und der Extremadura im Westen. Sie hielten die Flaggen ihrer Regionen hoch und riefen Parolen wie

“Nein zur Arbeitslosigkeit, Nein zum Exil, Nein zur Unsicherheit, marschiert für die Würde!”

Die Proteste standen unter dem Slogan:

“Brot, Arbeit und Wohnung für alle”

Auf Plakaten forderten die Kundgebungs-Teilnehmer unter anderem:

“Die Krisenfolgen sollen die Banker zahlen”

Sirenen heulten den ganzen Tag und den ganzen Abend. Die Stimmung war weitestgehend angespannt doch friedlich. zumindest, bis die Polizei über Lautsprecher bekannt gab, dass die Proteste ab 21:30 Ortszeit zu beenden seien, da ab jener Zeit diese illegal wären.

Demonstranten warfen daraufhin Steine und Feuerwerkskörper auf Polizisten, welche mit Gummigeschossen und dem Einsatz von Reizgas und Gummiknüppeln antworteten. Die Straßenschlachten hielten beide Seiten in Atem, wobei die Polizei am Ende doch die Oberhand behielt.
Beide Seiten schenkten sich nichts und die Brutalität war auf beiden Seiten zu spüren und es ist im Nachhinein schwer zu sagen wer im Recht war und wer überzogen reagierte.

Mindestens 100 Menschen wurden verletzt und 17 verhaftet, als die Polizei die Demonstration auflöste.

Wertloses muss mit Gewalt geschützt werden, wertvolles hat beständigkeit und wird von allen geachtet, Politiker ausgenommen, die schaffen es auch wertvolles zu entwerten.
